Easy VPPA Tender Puts PPAs Within Immediate Reach for Energy Buyers

LevelTen Energy and Constellation just opened a new Easy VPPA tender designed to support small- to medium-size clean energy buyers. The timing of this process is fortuitous, with its conclusion preceding a looming Science Based Targets initiative (SBTi) deadline that will make securing PPAs far more complex. 

Starting February 1, 2027, the SBTi’s Corporate Net-Zero Standard V2.0 begins phasing in, bringing tighter rules for how renewable energy contracts count toward Scope 2 targets — including requirements around EACs needing to be sourced from within buyers' grid regions of operation. Contracts signed before this date will comply with SBTi's legacy clause, and be considered legitimate under SBTi V1.3.1. After this date, buyers will be procuring under a much stricter, more complex standard.

Operational projects in ERCOT

Through Easy VPPA, LevelTen and Constellation are running an RFP for an aggregated volume of at least 400,000 MWh/year of energy and bundled RECs, with a tenor of 8+ years, sourced from operational wind and solar projects in ERCOT. This approach brings added value for offtakers:

  • No development risk. These projects are already built, interconnected, and generating. There's no construction timeline to wait out, no permitting, policy, or supply-chain exposure, and no gamble on whether a project ever reaches commercial operation.
  • Real price advantage. With construction costs already recouped, tax credits applied, and development risk in the rearview, operational projects typically carry more competitive pricing than pre-operational — bringing buyers de-risked supply without paying a premium.
  • Contract signature before SBTi changes. PPAs signed before February 1, 2027 are beholden to SBTi V1.3.1 requirements via the organization's legacy clause. This date is fast approaching, less than five months away. After that, new procurements must meet SBTi 2.0's stricter requirements, including physical deliverability — meaning RECs secured via virtual PPAs in markets outside buyers' grid regions of operation will no longer count toward offsetting annual emissions. Moving now locks in qualified REC supply under today's rules.
